In 2010, Allergic Living reported on the CTA's first cats' ruling that cats are considered a disability for the purpose of traveling.
Then in Feb. 2012, the agency ruled that cats could continue to be allowed on planes despite the demand by the Canadian Medical Association that cats be moved to the cargo hold for the sake of the health of asthmatic travellers. The CTA was looking at buffer zone accommodations, but hadn't issues a full ruling.

Yesterday (June 14, 2012), the CTA gave its final decision, ordering Air Canada and WestJet to create a 5-row buffer zone between a cat and a passenger with asthma:

When at least 48 hours advance notification is provided by persons with a cat allergy disability, Air Canada, Air Canada Jazz and West Jet must provide a five row minimum seating separation at all times between a person with a cat allergy disability and cats carried as pets in the cabin, with best efforts to do so with less than 48 hours notification.
This includes during boarding and deplaning and between their seat and a washroom. All three air carriers must also develop and implement policies and procedures as well as provide necessary training to their staff to ensure the provision of the appropriate accommodation. The carriers have 45 business days from the date of the decision to comply with the Agency’s order.


The airlines have 45 days to comply. Air Canada said it was "studying the decision".
